Elizabeth ShimFeb. 21 (UPI) -- U.S. Secretary of State Rex Tillerson and Chinese State Councilor Yang Jiechi exchanged a phone call to discuss North Korea's nuclear threat on Tuesday, according to the U.S. State Department.
