Why emergency fire shelters aren't used in Canada

U.S. fire officials are investigating how 19 members of an elite firefighting team were killed in the massive wildfire in Arizona on Sunday despite having deployed emergency safety equipment called 'fire shelters,' a one-person protective tent that is no longer used in Canada.
