Charity wants Ontario to help disabled afford 2nd-hand wheelchairs

An Ottawa charity that fixes and sells bargain-priced second-hand wheelchairs is calling on the Ontario government to help people afford those recycled wheels the way it helps people buy more expensive new ones.
