Deportation failures, costly passports focus of AG's report

The federal government doesn't know the whereabouts of almost 41,000 people ordered to leave Canada as of September, the Auditor General said Tuesday. Meanwhile, it has been overcharging Canadians who want to leave and need a passport to do so.
