The State Department concludes that the proposed 1,700-mile Keystone XL line would not involve 'significant impacts' on the environment.The proposed Keystone XL oil pipeline from Canada to the Texas Gulf Coast would not have "significant impacts" on the environment, the State Department has concluded, removing a major barrier to construction of the $7-billion project.
