NASA's plan to use recycled shuttle parts for a rocket to test a crew capsule, an interim step toward a 'heavy-lift' rocket, would provide work for current space shuttle workers and the aerospace industry. But critics call it a 'rocket to nowhere.'NASA's latest plan to replace the space shuttle would cost at least $10 billion during the next six years and would be made of recycled shuttle parts, with no guarantee the rocket would be used again, according to documents obtained by the Orlando Sentinel.
