The doubling of sewer, trash and other service taxes occurred without voter approval. State auditors have spent weeks reviewing the city's financial records.The city of Bell nearly doubled taxes for sewer, trash and other public services without voter approval — then illegally funneled more than $1 million of the proceeds to then-City Administrator Robert Rizzo and his assistant, a state audit released Wednesday shows.
