The Toxin-Free Babies and Toddlers Act, introduced in 2009, received enough votes Thursday to advance. A spokesman said the governor had not taken a position on the bill. The state Assembly passed a bill Thursday to ban the chemical Bisphenol-A from baby bottles and other items that come in contact with small children.
