Japan plans 'ice wall' to corral radioactive water at Fukushima

TOKYO, Sept. 3 (UPI) -- Japan says it will create a $320 million underground "ice wall" to stop radioactive contaminated water from the damaged Fukushima plant from reaching the sea.
