Aetna rate hike is deemed 'excessive' by California regulator

The state's third-largest health insurer raised rates by an average of 8% for small businesses that have a combined workforce of about 77,000. State Insurance Commissioner Dave Jones says they're 'unreasonable.'SACRAMENTO — Aetna, the state's third-largest health insurance company, is raising rates for thousands of small-business customers to a level that state insurance regulators call "excessive."
