North Korea merchants paying regular state bribes to avoid penalties

Elizabeth ShimSEOUL, Dec. 14 (UPI) -- Ordinary North Koreans are paying substantial bribes, about $75 a month, to state security agents to avoid harassment, according to a Japanese press report.
