Andrew V. PestanoSAN JUAN, Puerto Rico, Feb. 12 (UPI) -- A senator in Puerto Rico introduced legislation that would fine parents of obese children and accuse them of maltreatment if the child's physical conditions do not improve during a set amount of time.
