Allenco Energy Inc. is cited for violations. The probe was launched when residents of the South L.A. neighborhood complained about respiratory ailments and nosebleeds.The U.S. Environmental Protection Agency formally accused a South Los Angeles oil operation of putting the health and safety of nearby residents at risk by failing to maintain safe operations or take steps to prevent accidental releases of hazardous substances.
