Islamic State capable of making chemical weapons, human rights officials say

Doug G. WareMOSUL, Iraq, July 17 (UPI) -- Islamic State radicals made crude chemical mortar shells and used them against targets in Syria and Iraq in recent weeks, a human rights organization said.
