Elizabeth ShimWASHINGTON, April 21 (UPI) -- The U.S. Special Envoy for the Six-Party Talks said Tuesday North Korea has repeatedly rejected offers for dialogue from Washington despite U.S. willingness to engage Pyongyang to commit to guidelines of the 2005 Joint Statement of the Six-Party Talks.
