A Proposal to Keep Sewage From the California Coast

The federal Environmental Protection Agency said Wednesday that it intends to allow California to ban all dumping of sewage by large cargo and cruise ships in state waters out to the 3-mile limit. The state has been requesting permission for the ban for five years.
