Cuomo to Highlight New York’s Progress in AIDS Fight

In a speech Tuesday, Gov. Andrew M. Cuomo is expected to announce that more New Yorkers are taking Truvada, a drug that protects against H.I.V. infection, and that, separately, the number of infections transmitted from mother to child has dropped to zero in the state.
