California air regulators approve carbon-trading plan

The cap-and-trade system will limit emissions from 600 major industrial plants in the state, starting in 2012. Firms could buy pollution offsets from timber companies that preserve carbon in forests.California regulators Thursday voted to cap the greenhouse gas emissions of the state's major industries and establish the nation's first broad-based carbon trading program.
