Declaring emergency helps hospitals in pandemics: SARS study

When hospital service was disrupted during Toronto's SARS outbreak in 2003, seriously ill patients in hospital did not suffer consequences, a finding that suggests declaring a public health emergency is appropriate to control a pandemic, researchers say.
